Meet Bev
My name is Beverly Toelle and I was born in Laramie, WY. I have lived in northern Colorado, Los Angeles, CA and have been in Cheyenne, WY since 2012. When I became a follower of Jesus in 1989, I found love and hope and it started my journey towards wholeness and healing.
After I graduated from University of Wyoming in 1990
with a degree in Psychology, I moved to Los Angeles, CA, where I lived for 22 years and had many opportunities to grow in my own healing journey while I also walked
alongside others in their own journey.
Jesus Christ, being at the center of this life transforming process, has led me to where I am today as the Director and Pastoral Counselor of Hope Restored Biblical Counseling.
In Hebrews 6:18b-19a says, “..we who have taken refuge would have strong encouragement to hold firmly to the hopes set before us. This hope we have as an anchor of the soul, a hope both sure and reliable…”
God is a refuge for all of us; a safe place where we can experience love, healing and freedom. Because of His loving pursuit of us, we can hope.
As a pastoral counselor, I desire to help couples and individuals to experience a safe place to heal and experience relationships the way God designed for us all along.
During my free time, I enjoy gardening, doing fun outdoor activities and spending time with my husband, our adult children and their spouses and our infant grandson.


About our Founder
Charlie Reed is the Founder, Former director and Pastoral Counselor with Hope Restored Biblical Counseling. Charlie grew up on a farm/ranch in the Big Horn Basin of northwestern Wyoming. He attended the University of Wyoming, earning a Bachelors degree in engineering.
While working as an engineer, Charlie went to school part-time earning a Masters degree in Pastoral Ministry from Simpson College, Redding California. Upon graduation, he accepted a call as Associate Pastor of Cheyenne Alliance Church (CAC) in Cheyenne, Wyoming. During the six years as pastor at CAC, Charlie became familiar with the ministry of Biblical Concepts in Counseling (BCC).
After helping organize a BCC relationship conference at CAC and going through the counseling and counselor training with his wife, Charlie started applying BCC to his ministry. In June of 2005, Biblical Concept in Counseling of Wyoming was incorporated as a non-profit corporation in Wyoming. He is now retired, passing the baton onto Bev.
In 2025, the name of BCC has been changed to Hope Restored Biblical Counseling
